Qi Jinliang, Chairman　　　

Well known expert and authoritative person in power project in China. With experience as technician, production planner, Director of the Chief Engineer Office of Harbin Turbine Works and Executive Vice President of Harbin Power Equipment Group, President of Shenzhen China-Machinery Group, Ministry of Machinery Industry, he was appointed in 1983 by both Ministry of Energy and Ministry of Machine Building Industry as General Project Manager for Pakistan Guddu Unit No. 4 (210 MW) turnkey project which was the first time for China to export large capacity thermal power plant. The successful and early completion of this historic project marked the new page of China entering into the international power construction market. Extensive experiences in developing, contract negotiation and construction management of power projects of billion US dollar value make him enjoy high prestige in China and international power circle.

Xu Damao Special, Advisor

An expert in thermal turbine and thermal energy engineering, graduated from Qinghua University, first Doctor of Engineering in China. He used to work as Chief Engineer in Harbin Turbine Works and Harbin Power Plant Equipment Corporation, Vice President of Harbin Power Equipment Co., Ltd.. He became a Member of Chinese Academy of Engineering in 1987. He is currently Senior Consultant and Vice Director of S&T Committee in China Guangdong Nuclear Power Holding Co., Ltd. Long time devoted in design and research in thermal turbine and thermal energy engineering, he advocated a series of new design concepts and methods, and implemented localization and optimization program on imported 300MW and 600MW steam turbine design and manufacturing technology resulting in better performance; he took charge in developing long blade series with high efficiency, safety and light weight; he is currently implementing coal consumption reducing program with great economical and social benefits. He also published over 20 theses, three of which were awarded prizes in national level and ministerial level.

Zhai Yaoxi, Director　　　

Famous expert in power engineering field of China, Professor and Senior Engineer, Ex-President of Northeast Electric Power Design Institute (NEPDI). NEPDI he is leading is the first and largest electric power design institute in China which has successfully completed design of totally 32,000 MW power facilities with 82 units of above 200 MW in unit capacity. During the last 45 years NEPDI has also completed total transmission line of 17,525 Km with voltage up to 500 KV, and total substation capacity of 19,160 MVA with voltage up to 500 KV, enjoys therefore very high reputation in China and international power engineering circle.

Ji Dejun, Director　　　

Well known and senior expert in power project construction of China, Vice President of Heilongjiang Electric Power Corporation (HEPC). The construction company under his leadership is the national top class power construction enterprise, with totally 2,200 staff. In recent 40 years it has successfully completed 50 projects, installed more then 50 units produced by Soviet Union, Japan, Germany, Czechoslovakia, Poland and China, etc., with total capacity of 3,000 MW. The company maintaining several national construction record is highly praised by customers for its high speed, good quality and reasonable cost.

Zhang Mingli, Director　　

Senior expert of power plant training, operation, maintenance and anagement, Ex-President of Hubei Qingshan Thermal Power Plant. The power plant he was operating had installed total capacity of 986 MW, with 13 different type of units up to 300 MW, standing in the leading position of China in terms of plant availability, efficiency and safety. Besides, the power station possesses extensive experiences and capability of overhauling power facilities, with proven track record of overhauling more than 100 units in both China and other countries. They also successfully carried out the training, one year commercial operation and the first inspection/overhauling for the Guddu unit 4 and Jamshoro unit 2, 3 & 4 in Pakistan.

Zheng Xiaoqing, Director, President

Bachelor of Engineering, Master of Law, Senior Economist, graduated from Harbin Institute of Technology. As a resident engineer for Jamshoro oil storage tank project, commercial representative in Karachi, proposal manager and Deputy GM of Project Deptt. of Harbin Power Plant Equipment Import and Export Corporation (HPEEC), he was deeply involved as main negotiator in concluding several contracts including World Bank financed Faisalabad / Kotri combined cycle project in Pakistan, 3 X 125 MW Hiep Phuoc power project of IPP nature in Vietnam together with the arrangement of financial package, transmission and substation project in Saigon South, as well as the License Agreement for the transfer of technology for Heat Recovery Steam Generator (HRSG) from CMI, Belgium, etc.. Sound knowledge and rich experiences in this business. He participated in bank loan financing and 144A bond issue for power projects.

Wu Xiafang, Director, Vice President and Chief Accountan

Senior financial and management specialist of large scale state-owned enterprise. Vice Chief Accountant of Harbin Electric Machinery Works -- the biggest generator manufacturer in China, responsible for the overall financial and accounting management . In 1988 she was appointed Vice Chief Accountant of Harbin Power Plant Equipment Corporation Group and Chief Accountant of Harbin Power Plant Equipment Import & Export Corporation (HPEEC), participated and organized several ICB bids and negotiations which resulted in several important turnkey contracts of hundreds of million USD. She is very familiar with the State policy / regulations in the commercial / tax / import & export aspects of this business and was quite successful in arranging large scale export credit. She is also an expert in financial analysis and arrangement for power investment projects.

Tian Bolin, Director, Vice President

Bachelor of Engineering, Master of Engineering, Senior Economist, graduated from Shanghai Jiaotong University. With sound understanding of international business he began his career as Representative and Resident Engineer of Harbin Power Plant Equipment Group (HPEC) in Karachi, responsible for commercial issues and market promotion. He was then working as main negotiator in number of international power projects including UCH 540 MW BOT combined cycle project invested by American companies, for which HPEC in consortium with GE of the US worked as EPC contractor and shared USD 140 million contract value. He also successfully signed a turnkey contract for AES Lal Pir Commissioning Power Facility Project in Pakistan. He accumulated rich experiences in power project bidding, negotiation and site works. He has also established sound knowledge and in depth understanding of financial analysis and legal structure requirements of BOO/BOT power projects. He participated in bank loan financing and 144A bond issue for power projects.

Lu Guodong, Supervisor, G.M. of Engineering Department

Well known expert and professor in Chinese power engineering circle. Holder of Special Allowance granted by State Council of the Chinese Government. Ex-Director of the Chief Designer Department of Northeast Electric Power Design Institute (NEPDI), Ministry of Power Industry. During 43 years` career he has undertaken power designs for over 20 power projects among which the design for Tongliao Power Station was awarded the National Silver Medal by the State. He was also the Chief Engineer for China largest turn-key international project -- 3x210 MW Jamshoro Thermal Power Plant, the Chief Design Engineer for 2x1,000 MW Liaoning Nuclear Power Project and the Chief Editor for Thermal Power Station Location Selection Handbook published by Water and Power Publishing House. Deep understanding in power engineering, particularly in civil work aspect.

Liu Wentao, General Manager of Trading Department

Senior Engineer. With many years` experiences in production and management of power equipment, he participated the whole process of Pakistan Guddu Unit 4 (210 MW), the Chinese first overseas large power project, assisting the Project Manager to overlook the site progress and coordinate the relationship among all parties concerned. Then he was promoted as General Manager of International Trading Deptt. of Harbin Power Equipment Import and Export Corporation (HPEEC), responsible for import and export business, especially the supply of spare parts for the plants built. Well competent specialists in the overall power project, he is also deputy chief editor for " English-Chinese Dictionary of Foreign Trade" .

Luan Zupei, Supervisor, Deputy G.M. of Engineering Department

Graduated from Xian Jiaotong University, he is a well known expert and Senior Engineer in Chinese power engineering circle with 37 years` experiences. As boiler specialist he participated the design of China first 200 MW boiler, technology development of 600 MW boiler as well as laying down of the national standard for boiler heat dynamics calculation, etc.. After being trained in proposal engineering in Combustion Engineering (CE), USA, he participated and organized the bids for several important projects including Guddu unit 4 (210 MW) and Faisalabad / Kotri combined cycle project, and conducted feasibility studies for quite a number of key power programs. As unique expert in overall power construction he was also the chief of technical consultant group for 210 MW power plant turn-key project in Chittagong, Bangladesh, supervising all the process of the project successfully.
