Bangladesh Balapukuria 2x125MW Coal-fired Thermal Power Plant Turnkey General Contracting



On July 12, 2001, a consortium composed of China Machinery Import and Export (Group) Co., Ltd. (CMC), Shanghai Electric (Group) Corporation (SEC), and Shenzhen Zhongji Energy Co., Ltd. (SEEC) and Bangladesh Electric Power Development Co., Ltd. The agency signed the general contract for the Balapukulia 2×125MW coal-fired power station project in Dhaka. On December 26, 2001, the Ministry of Foreign Trade and Economic Cooperation of the People's Republic of China formally issued the approval document for the entry into force of the project contract after submitting it to the State Council for approval.

The total contract value of the Balapukulia 2×125W coal-fired power station Dingcheng contract is 220 million US dollars, including 209 million US dollars and 550 million local currency taka (equivalent to 11 million US dollars). Export seller's credit not exceeding RMB 1.332 billion provided by the Export-Import Bank of China. China National Machinery Import and Export (Group) Co., Ltd., a subsidiary of China General Technology (Group) Holding Co., Ltd., as the general contractor, undertook the construction of the Balapukuria 2×125MW coal-fired power station project in Bangladesh on the basis of seller’s credit. Shanghai Electric (Group) Corporation is responsible for the implementation of the project on a turnkey basis, including: engineering survey and design, supply of equipment and materials, construction, installation, commissioning, reliability test operation, training and quality assurance, etc.

The project design unit is East China Electric Power Design Institute. The installation and commissioning unit of the main building is Northeast Electric Power Construction Third Company.

The construction period of the power plant is 38 months, followed by a 24-month quality assurance period

The 125MW coal-fired unit used in the power plant is the first complete set of power station equipment of this capacity exported from my country, and it is also the first time that the power station equipment in the pillar industry of Shanghai has entered Bangladesh.

The power plant boiler is an intermediate reheat natural circulation furnace with a rated evaporation capacity of 400t/h, equipped with a 125MW condensing steam turbine, with DEH, ETS, TSI automatic adjustment, control and monitoring devices. The turbo-generator is dual-water internal cooling, and the entire unit is controlled by DCS computer program centrally, and the engineering design has reached the international advanced level in the 21st century.

Balapukulia Power Station is located in the northwest of Bangladesh, 300 kilometers away from the capital Dhaka, on the banks of the Jamla River. In 1996, China National Machinery Import & Export (Group) Co., Ltd. undertook the construction of Bangladesh's first coal mine in Balapukulia. The start of construction of the power station project today once again shows the deep friendship of the Chinese people towards developing countries, and also reflects the good reputation of my country's power station products in South Asia and other regions.

At present, the survey of the power plant has been completed, the geological survey personnel are working intensively on the site, the relevant Chinese personnel have entered the site, the design work has been fully carried out, and the preparations for the implementation of other related projects are being carried out in an orderly manner. Three years later, a modern thermal power plant will stand like a bright pearl on the banks of the Jamra River.
